The story:

Unlike the countries, Terra (Earth) didnt have a personification until 1996 when he found the perfect body. Ashton Greene was always an outcast. He never really fit in anywhere and always felt like he was meant for more. So when Earth confronted him on his 16th birthday. Earth said he would become the Personification of him, he'd get all Earth's memories, wisdom, and time telling. But he would have to leave everything behind and start a new life. Agreeing, Ashton and Earth melded together in one body.

To be honest this wouldn't work at all.
The earth doesn't need a personification in Hetalia, all the nations make up the earth.
Plus why would it chose a random guy? Why wait until 1996?
It just makes no sense.

What nice design! I love the different tattoos in different languages; that was really well done! Normally I'm not one for checking out OCs, but I had to see this one! Great job.
